Rdml craig e. bone, assistant commandant for prevention i would like to take this opportunity to provide a heartfelt welcome to the many visitors we have with us today from so many organizations dedicated to vessel safety. thank you all for providing your valuable time to the goals of boating and water safety. as the assistant commandant for prevention for the united states coast guard i can assure you that from my perspective preventing needless injuries and deaths in the maritime realm is the primary focus of my staff and me. today i would like to provide some updates involving the coast guard and discuss several relevant issues with you. uscg reorganization a new staff organizational numbering system is being adopted at uscg headquarters, mirroring the department of defense's system. two directorates that have played roles in recreational boating issues, g-p prevention ; and g-r response ; have merged to become cg-3 operations ; . the merger will be beneficial both for boating safety and homeland security purposes. the office of boating safety will be a part of cg-3, and the commercial and recreational programs, along with the auxiliary, will fall under one admiral. the merger allows closer contact with the auxiliary, commercial vessel safety program, and analysis and planning staff. national recreational boating safety program administered by the uscg office of boating safety cg3pcb ; . over 77 million adults, more than one fourth of the american population, participate in some form of recreational boating. since the enactment of the federal boating safety act, the number of registered boats has more than doubled to nearly 13 million, but the number of fatalities has plummeted from a record high of 1, 754 in 1973 to just 697 in 2005. last year we celebrated the 35th anniversary of the federal boating safety act of 1971, which established the national recreational boating safety program rbs ; . we estimate that more than 37, 000 lives have been saved as a result of this program. when acknowledging this milestone, we must recognize that the success of the rbs program is reliant on the contributions of our many boating safety partners. we depend on the cooperative efforts, talents, and resources of many people: state and local governments; volunteers from various organizations such as our own coast guard auxiliary, the u.s. power squadrons, the national water safety congress, and hundreds of organizations in the national safe boating council; partnerships with the boating industry and members of the private sector; as well as the individual boater. all are critical to the continued success of the boating safety program. when speaking of success, it is important to point out that 4 in fy 06, the rbs program awarded 29 grants to 13 different non-profit organizations. these grants address issues ranging from developing strategies for mitigating in-shock water hazards to the national boating survey. additionally, the safety outreach initiative, "you're in command" continues to promote and encourage all boaters to take responsibility for their actions on the water. all of these measures will assist us in better serving the boating community and further the rbs mission of reducing fatalities and injuries. key issues despite the success of the rbs program, the ever-evolving boating environment continues to present challenges. after more than 20 years of declining fatalities, we seem to have leveled off at a rate of about 700 deaths each year in recreational boating accidents. we must do more to continue to reduce the number of fatalities and injuries. specifically, an issue that continues to attract special attention is the wearing of life jackets. tragically, too many boaters do not understand the importance of wearing these life saving devices. nearly 70 percent of recreational boating victims drown, and nearly 90 percent of those drowning victims were not wearing a life jacket. as you know, using our risk-based decision-making process, the coast guard identified this as one strategy that, with the help of the national boating safety advisory counsel and the strategic planning panel, could have the greatest impact in reducing recreational boating fatalities. we continue to explore voluntary strategies that could be effective in accomplishing positive results. all of us coast guard, state and local government, volunteers, private sector, and individual boaters have a role to play in addressing those issues, and the partnerships we have developed over the years will be critical to the future success of the boating safety program. additional funding to the states the enactment of the safe, accountable, flexible, efficient, transportation equity act, safetea-lu ; in fy 05 brought a significant amount of much-needed additional funding for the recreational boating safety programs in fy 06 91m. with the recovery of the additional 4.8 cents of gasoline fuel taxes, the funding for fy 07 has increased to 106m. in an effort to ensure the states are meeting their goals and objectives as well as the goals and objectives of the rbs program, the office of boating safety has improved their reporting standards to include statistical data that supports the national recreational boating safety program's strategic plan. the emphasis of the strategic plan has many states evaluating their own goals and objectives to provide more effective state recreational boating safety programs. many states have formed working groups to evaluate strategies designed to enhance recreational boating safety. these working groups are reevaluating rules and regulations, both in english and bilingually, creating user surveys designed to determine where to best use their public awareness initiatives, as well as determining were the increased funding will be most effectively spent. with the increase in funding many states now have the ability to buy new and better boats and equipment to enhance law enforcement efforts on the water. these states are able to pay more competitive wages to law enforcement officers in an effort to relieve retention issues that occurred when trained.
