"to our knowledge, this is the most comprehensive approach to identifying risks and perils to the purebred beef cattle sector ever undertaken in canada, " says allan marshall, a purebred and commercial cattle producer from innisfail, alberta, and chair of the pbra project management team that provided direction for the project. responses from commercial cattlemen to the phone surveys were informative and encouraging. purebred stock is highly-valued by cow-calf producers and they view it as critical to their own success. the most important purchase considerations when buying breeding stock are conformation, birth weight, and breed preferences. buying behavior is particularly reliant on established relationships and trust. therefore many commercial producers do not require or request the registration papers to be transferred at time of sale. this presents a risk for both breeders and breed associations. meanwhile, findings from the purebred member-producer survey shows purebred breeders are generally committed to the industry but have concerns about the business environment. they appear confident in their abilities as purebred producers, but marketing is a weakness and time is a limitation. therefore, they tend to focus on risks they feel they can influence, placing the most emphasis on production rather than marketing. of respondents, 80 percent indicated a strong interest in further training in all aspects of purebred production and marketing. the canada-wide focus group sessions identified many broader risks. they have been categorized into the following groups: purebred genetics, industry decentralization, coordination of breeds, demographics, information flow, herd management, training, animal health, financial capital, production, pricing, and international trade. "responses from the surveys and focus groups pointed to a number of positive outcomes in terms of the perception of value and satisfaction the purebred sector provides to the beef cattle industry, " says herb mclane, executive vice president of cbbc. "results, however, also clearly identified areas of greatest exposure, or risk, to our sector." these include a need to: improve communication and coordination within the sector on common issues; agree on and demonstrate the value and relevance of purebred genetics; better prepare our member-producers for the rigors of business through innovation, training, and marketing; provide transparency in pricediscovery; level the global playing field for international access and competitiveness in export markets; and, provide ways for genetic production information to flow throughout the beef value chain. "this is a long list. some perils risks can be worked on immediately, while others will take some time, " notes mclane. "we have prioritized the risks so we can focus on managing a limited number of key risks, versus attempting to manage all of the risks in a reactive or ad hoc manner. this will potentially improve our success rate while making efficient use of resources." marshall adds, "now that we've taken a proactive approach to identifying risks to the purebred sector, we need to act on them." the cbbc board of directors has accepted the phase i findings and assigned an interim working group of cbbc directors to facilitate the transition into phase ii `risk mitigation'. phase ii of the project will tackle the development and implementation of risk mitigation strategies, solutions and tools that will support canada's purebred breeders. through the initiation and execution of phase i of this project, cbbc demonstrated leadership in looking at the future of the purebred sector within the canadian beef industry. the project has raised awareness of various risks facing the sector and has many purebred operators thinking more deeply about their own operations, the organizations they belong to and how to identify and mitigate risk. it has also provided a model for the cbbc, and its member associations, to assess risk and develop mitigation strategies for the future. "we know that times are difficult for many producers, " says marshall.
